The Land Transportation Office has suspended the implementation of new
regulations that would penalize buyers and sellers of used vehicles who
don't immediately report the sale and process the transfer of ownership
with the agency.
Held in abeyance was LTO Administrative Order No. VDM 2024-046-or the
"Guidelines in the immediate transfer of ownership of motor vehicles with
existing registration."
In explaining the suspension, LTO chief Vigor Mendoza II said that in the
best interest of service and to clarify certain provisions for better
implementation, as well as to lengthen the compliance period and allow more
time to widen the information dissemination, the effectivity of
Administrative Order No. VDM 2024-046 is held in abeyance until further
notice."
According to news reports, Mendoza said the AO would be amended to reflect
inputs from stakeholders during public consultations.
Senator Raffy Tulfo, among the more vocal of critics of the order
penalizing buyers and sellers for not immediately reporting and registering
used vehicle sales, welcomed the suspension.
Tulfo urged the LTO to include in the amended order the waiving of
penalties on motorists who bought or sold used vehicles without registering
the sale with the agency before the new regulations are issued.
It should be a good idea for people who bought or sold used vehicles to
register the sale with the LTO to avoid problems when the amended order is
finally issued.
