The Land Transportation Office has held a public consultation on
Administrative Order No. VDM 2024-046, or the "Guidelines in the Immediate
Transfer of Ownership of Motor Vehicles with Existing Registration."
Panelists in the public consultation included LTO Chief Vigor D. Mendoza
II, LTO Executive Director Greg G. Pua Jr., 1-Rider Party-list
Representative Bonifacio Bosita, and Police General William M. Segun,
Director of the Highway Patrol Group.
The LTO said the public consultation centered around recommendations for
refining the guidelines on vehicle ownership transfer, with the aim of
creating a system that serves both public interests and industry standards.
Stakeholders who attended the public consultations represented various
transport groups, motor dealer associations, and rider advocates.
These included Pasang Masda, Alliance of Transport Operators and Drivers
Association of the Philippines, National Federation of UV Express
Incorporated, Stop & Go, National Public Transport Coalition, Alliance
of Concerned Transport Organizations, the Motor Dealers Association of the
Philippines, the Motorcycle Rights Organization, Rider Safety Advocates of
the Philippines, and Philippine Association of LTO Accredited Driving
Schools.
After the meeting, LTO chief Mendoza said the insights from the discussions
would help in assisting the agency to craft a streamlined, fair, and
transparent process for transferring motor vehicle ownership.
It may be late in the day but here's hoping the LTO would craft guidelines
that would encourage rather than scare motorists to immediately transfer
motor vehicle ownership with punitive penalties.
