The Department of Transportation and attached agencies Land Transportation
Office and Land Transportation Franchising and Regulatory Board are now
looking at implementing Republic Act No. 10916, the Road Speed Limiter Act
of 2016.
According to LTO Chief Vigor D. Mendoza II, preparations are now being
undertaken to finally implement the law that mandates all PUV, closed vans,
haulers, shuttle services to install speed limiters before being
registered.
The DOTr, the LTO and the LTFRB have begun holding dialogues with transport
operators about the installation of speed limiters.
LTO chief Mendoz said the full implementation of RA 10916 is long overdue
and that transport authorities will continue holding meetings with
stakeholders to come up with guidelines for the installation and use of the
required speed limiters at the soonest possible time.
Once fully implemented, violators of RA 10916 face 50,000-peso fines as
well as suspension or revocation of licenses and one-year suspension of
franchises.
Tampering with speed limiters will lead to jail time of from six months to
three years and payment of a 30,000-peso fine.
What's the use of a law if it isn't being implemented? It really is time to
require speed limiters to be installed on PUVs as well as trucks and cargo
haulers for the safety of commuters, pedestrians and the general public.
