Motorists entering the tollways without RFID accounts or with insufficient
loads won't be penalized or fined anytime soon.
The Department of Transportation has announced that it will defer to
January 2025 implementation of Joint Memorandum Circular No. 2024-001 or
the Revised Guidelines for All Vehicles on Toll Expressways.
The joint circular that meant to enforce cashless toll collection using
RFIDs was supposed to have been implemented last August 31 before it was
deferred to October 1.
Now it may be enforced with the New Year.
The deferment doesn't mean the DOTr will not make cashless tollway
collection mandatory.
Most motorists believe going cashless at tollways should be the goal but
there should be better ways to achieve this without penalizing motorists.
